Bally's cleared its Phase One entitlement. The next hurdle is the FAA.

Approved August 26 for a $1.19 billion redevelopment, back before the Zoning Commission on September 16, and waiting on federal height sign-off. This is what the unglamorous part of a megaproject looks like.

Nothing about an entitlement hearing looks like construction. No steel moves. But the calendar item that ran on August 26 is the reason anything gets built on that site at all.

Bally's Corporation received Phase One entitlements for its Las Vegas redevelopment on August 26, 2026. The project is carried at $1.19 billion with roughly 3,000 rooms and 500,000 square feet of retail. It returns to the Zoning Commission on September 16 for hotel-casino use permits, pending FAA sign-off on building height. The land underneath is owned by GLPI (NVBEX). Full project completion is currently placed at December 2030 (LVCVA Tourism Construction Bulletin).

The FAA is not a formality here

Harry Reid International sits close enough to the resort corridor that building height on the south end of the Strip is a federal question, not just a county one. An FAA determination governs how tall a structure can be on a given parcel given approach paths. Developers routinely design to a height they have reason to believe will clear, then adjust. It is one of the quieter reasons Strip towers end up at the specific heights they do.

That is why the September 16 date is worth marking. Use permits for a hotel-casino are a different approval than the Phase One entitlement, and they are being sought while the height question is still open.

Entitlement is not a groundbreaking. It is permission to keep spending money on a plan.

Read it against the rest of the corridor

Bally's moving through approvals is more notable in the context of what is not moving. LVXP — entitled, 752 feet, 2,605 units and an 18,000-seat arena — was reported in April 2026 to have "flatlined," and its chief construction officer left for Bally's (Sports Business Journal). Majestic Las Vegas was entitled in June 2025 at $850 million for 720 suites, and while the developer's own site still showed a 2027 finish, the LVCVA lists its opening as TBD (NVBEX; LVCVA). Dream Las Vegas has been idle since early 2023 (Lou's Vegas).

Meanwhile VICI Properties and Caesars disclosed an NBA arena concept on roughly 50 acres behind Paris, Horseshoe and Planet Hollywood — about 40 of which are vacant — on VICI's Q2 2026 earnings call (NVBEX). No cost disclosed, no timeline.

Entitlement is the cheapest stage of a project and the one most likely to produce a press release. The population of entitled-but-unbuilt Las Vegas projects is large. We track it on the project database and flag stalls rather than quietly dropping them.

What we are watching

  • September 16 Zoning Commission outcome on the hotel-casino use permits.
  • The FAA height determination, and whether the design changes after it lands.
  • A financing close and a GC award. Until those exist, December 2030 is an intention.
